The only way they can restore confidence in the integrity of election and assure use the 290s ROs will to empower ROS - to make final declaration of six election - by ensuring Const Tallying center is top notch.
1) Ensure electronic transmission of result works from polling station to Const Tally center tally up with manual papers - to avoid POs fraud.2
2) Hire more tallying and verification clerks - to comb through the results.

Why can't these same mechanisms be replicated in 290 tallying centers? What stops Chebukati from providing ROs these same resources at the constituencies? Besides, if polling station results are announced as soon as they have been counted before all agents, it will not be that hard to catch a thieving RO..

Let hope IEBC will issue new regulations that aims at ensuring National Tallying Center is devolved to counties. The staff who should have verified and audited need to be deployed to help ROs make sure nothing get out of hand due to fatigue.

Actually Kadame is on to something. The election of President should be completely devolved. The County should do the work and then forward the results. The IEBC at National level should not have any role beyond providing resources, ensuring common standards and issuing the certificate to the winner.
