Kenya suffers from Willful problems. Whether it is Wako making "mistakes" in drafting The Bomas Draft; Uhuru suffering a Computer error in his budget; Tobiko failing to present all evidence against Obure, Kabogo, Kuria; Or IEBC forgetting to get a server with a memory bigger than a 1960 Computer to run a whole election!

Try entering Kenya through any port when you have a warrant and see how fast imigration will call the police! They check fingerprints in seconds. But they can't do the same for voters.

This a national malady.

They can find those fingerprints in minutes.  I remember Yebei's body double fingerprints were found almost immediately his body was discovered.  Obviously there is a problem with embracing technology in government in a meaningful way beyond the empty digital mantra.  Hard to know if it's incompetence or deliberate - neither can be ruled out with confidence.  More importantly, I think it is at best useless for purposes of 2017.  People have to prepare for the election like there is none of that digital stuff.

Yep.  Willful negligence.  And then the fact that people are not serious to any respectable level - that makes it difficult to establish categorically that the neglect was intentional.
