The way things work in .ke, it possible for Mr John Kago to be found guilty and jailed
for being  a decoy paid to shield key players in the scandal.

without said key players ever being mentioned or any attempt to find the key players identity

Key players are the high and mighty, just like with the decades old Goldenberg scandal.

Wazua has an interesting thread on how corruption proceeds are shared. The best so far is:

Then when things go wrong like in the NYS scandle, all the above contribute in the same proportions
to pay the investigative agencies right from EACC to the police and the current PAC that has been paid
to take the investigations round in circles while appearing to be tough on the suspects
