If they had not introduce the enviromental levy on imported cars - they would have done well.

The Kenya Revenue Authority (KRA) has missed its 2015/2016 target by Sh6.5 billion, registering a total tax collection of Sh1.210 trillion against a target of Sh1.217 trillion

Kenya journalist are prone to see almost everything negatively. 6.5b is peanuts in kenya . If the government paid its suppliers and contractors they'd meet the target. What I'd like to know is how much wasn't absolved and why? Every yr there are a lots funds that arent used and returned to respective ministry. Then before the next budget there's a rush to spend the money to avoid returning those funds to treasury.

Yeah - they are conditioned to emit negative news - here is KRA that collected nearly 99% of their target - and from the headline you think they missed it completely. Absorption/spending capacity has been mostly solved by county allocation. There is very little room for treasury now - hence Rotich ever rushing to borrow to smoother KRA collections. Counties, CDFs, teacher, capitation (to schools, hospitals), and so many people now drawing salary directly from consolidated account ....mean the absorption problem is nearly fixed. Then gov is in hole with debt repayment and unfunded pension.  Of course there are few ministries and depts like NYS & Judiciary who are given a big allocation & have problem using the funds - and resort to basically adding extra zeros - so they can steal the remainder. I think that is where we have problem....we need to monitor those ministries that suddenly get huge allocation but have NO CAPACITY to absorb the funds...classic case of Judiciary budget increase of 3b to 17B...and NYS....that were mostly stolen. Kulana-Gulalu is another case of too much money.

Mutava's budget comittee and treasury need to look out for any sharp increment....in a ministry or dept or agency allocation...and make sure they build capacity despite Jubilee manifesto.

Impressive... in a country where even spenders barely meet their targets. Counties like Nairobi, Mombasa and Kisumu should publish their levy targets so we can hold them accountable.

Impressive... in a country where even spenders barely meet their targets. Counties like Nairobi, Mombasa and Kisumu should publish their levy targets so we can hold them accountable.
