No.  Raila couldn't care less about those things either.  But I think he is trying to exploit it somehow.  I don't know how.  But I am sure he knows that this will raise certain types of political temperatures.

Kenya has single handedly killed ICC. I think in the long run it may not argur well for Kenyans seeking to join international body leaderships.
On the other hand Kenyans themselves are too busy to know what ICC stands for except what Ruto tells them. State resources were used big time to beat down on ICC, and eventually it collapsed.

In what way is that?   As far as I can tell, the ICC is quite busy nd will be quite busy for a long time---overloaded with work, in fact, and almost all of it from Africa.   What's more, one can count on Africans to keep sending their people there---former leaders, rebels, and the like.    As an example, note that while Museveni has been a leader with the anti-ICC vitriol, he was quite happy last year to quickly hand over Ong'wen.   

In my view, the Kenyan fiasco has actually led to lessons that in the end will lead to a strengthening of the court.

It hasn't killed it.  It has exposed the weaknesses of the Responsibility To Protect doctrine where the state that you rely on for cooperation is on the side of, or governed by, the perpetrator.  It is obvious now that it can only work if the state member is also against the perp. 

It may also in general undermine the idea of leaving a person charged with crimes against humanity free rather than under ICC custody.

Everybody knows kamwana and the hustler were on that list.  It's probably useless with dead or living but terrified witnesses.  It's true that justice for victims and perps was part of PEV agreement, but that is not going happen in Kenya, thanks to the efforts of the government.

I wonder what Raila hopes to accomplish politically by bringing this issue up.

he is inoculating himself from further demonization by Ruto and Uhuru. Uhuru wants to appear presidential but acts like a joker. There is no gains in holding Nakuru rally for anyone it is political expediency that for Uhuru as a president he should avoid it
