From what I have seen, they seem to be concerned about governors. Almost like super MCAs. It's not clear who came with this bizarre setup.
I think they should be another branch of parliament. Providing oversight and deliberating on issues related to the national government. Not quarreling with governors who have MCAs to be accountable to.
Two houses in the devolved system have tended to promote bipartisanship, otherwise nothing moves. The result is better thought out and serious bills. This is not happening in Kenya. One house is fighting turf wars with devolved units.
The way they are currently operating has to be a first anywhere in the world for countries with devolved systems. And it makes no sense.
