From low oil prices. As soon as the crude oil prices come, govt usually raises taxes. Also, when crude prices go up, pump prices also go up. So, the consumer never really gets the benefit from falling oil prices. BTW, i guess Uganda is no happy with the falling prices. They relied on $60/barrel. Prediction is they may hover around $40 for a while. Texas, ND are crying
