Over $4 Billion In ONE Year!
« on: July 29, 2015, 08:22:13 PM »
This is some serious chicken.  Even Nigerians must show respect now.

Quote
About a quarter of Kenya's last Sh1.6 trillion budget cannot be adequately accounted for, the auditor general has said.

Commentators said the report by Auditor General Edward Ouko's office exposed the scale of official corruption in Kenya, east Africa's biggest economy, which investors often cite as a hurdle to doing business there. In the report released late on Tuesday, the auditor general said 2014/15 spending worth Sh450 billion was not properly accounted for, demonstrating "persistent and disturbing problems in collection and accounting for revenue".

"Corruption thrives in a big way in government offices, yet little is being done to arrest the situation," he said. "We must end the culture of misuse of state resources. Those implicated must be seized and punished."

Uhuru should ask all minnistries named to answer the Auditor questions. This seem like a serious structural issues that need resolving. IFMIS will go along way in logging all the transactions.

Parliamentary committe should also do their job.

No doubt there is serious corruptions at all levels and layers of gov.

That is ridiculous. Auditor General has always had serious issues with gov expenditure. Right from Dr Njoroge long tenure as Moi and Kibaki-Odinga regime Auditor..to now as Jubilee. This is more an indicator of systemic failure...or perhaps endemic corruption. Of course the buck stops with current regime. And they need to take Ouko's report very seriously. And parliament and CORD too.

This is why I wonder why an issue that has dogged the country since the 70s was left unaddressed in the new constitution. there should have been tough sanctions directed at individuals and the public entities that abuse funds. At least the accounting officers should immediately lose their posts and held personally responsible.

Look at what Matiang'i has done. He has paid the same supplier twice on top of what the OP had paid. And he wants to be seen as a performer! 450 Biillions = Malawi Annual Budget! Lost

Law-and-order types too must eat:

According to the report, bail refunds amounting to Sh60 million cannot be accounted for in a handful of police stations in Nairobi.

It is now common knowledge that nobody in the country will accept responsibility.  The President will not accept responsibility.  Where does the buck stop?

The report is not made for them to act on.  We are in betweens election anyway.  Maybe question should be qualified as where does the buck stop in between elections?  The answer seriously is it stops with nobody.

So after elections; only one man remain and the rest go to sleep? Auditor does his job; parliament should do their job; eacc do their job; the voter do their job; media do their job; uhuruto do their job; it easy to blame one man but we will go in endless cycle. The blames lies everywhere.

I think we have done our job by asking questions. We have no megaphone. Opposition, media and parliament can ask the questions better and hopeful executive under UhuRuto can answer. And those that can't be answered...formal investigation can begin.

The report is not made for them to act on.  We are in betweens election anyway.  Maybe question should be qualified as where does the buck stop in between elections?  The answer seriously is it stops with nobody.
