Matatus Collective punishment

Is the idea of punishing all matatus in a sacco constitutional? I don't think so. These people need to come up with a better idea of enforcing laws. Mattes should file a case. Those who borrow to start a business are at a high risk of losing everything when these collective punishments takes place.
