Auditor General: E-Citizen lost Sh9bn and sh2.5bn looted
« on: August 06, 2025, 09:25:49 AM »
And RVHH tells us here cartels days are over in Kenya. Ruto and his henchmen busy stealing from e-citizen and SHA. Very mannerless people.

Notice, all persons in charge of E-Citizen manenos come from the same village. :o

As a result of the findings, the committee has summoned the Secretary Principles Chris Kiptoo (National Treasury), Dr Belio Kipsang (Immigration and Citizen Services) and Mr John Tanui (ICT) to shed light on the issue.

You are peddling misinformation. They summoned Kabogo, John Mbadi, and Murkomen. Most theft happened between 2014 and 2022. Watch EACC soon parade the suspects. This will be Ruto's first scandal, but unlike the rest, I'm sure the culprits will be nabbed easily!
I did small research of the companies paid by the webmaster (E-citizen manager) are Goldrock Capital Limited, and Wandabwa associates/advocates and the following popped up. I'm sure media houses don't know how to use Google to unearth basic information or companies mentioned as shadowy. Besides, Goldrock Capital was also linked in 2014, 2019, and 2020. They even sued Treasury demanding more payments. https://www.businessdailyafrica.com/bd/news/company-sues-treasury-over-ecitizen-payments-2156888 . Looks like they have been milking E-citizen in 2018-2022 as reported here.  https://www.the-star.co.ke/news/2019-03-21-dci-probes-how-sh56-billion-disappeared-from-ecitizen

Bwana RVHH,

Say what you may, they have been caught in the whole scheme of stealing from Kenya(ns).

I watched a clip, you will notice in that clip James Ayugi (Webmasters) going round and round, not sure what he said earlier. Basically, couldn't keep up with his last lie! Webmasters and your "brother" WsR (and the cartel around him, if you are that close to him, then you know Dr. David Muge, his frontman) …. are the thieves!!!

Right at the end of that clip, Ayugi lied that they originated the idea and presented it to GoK. The original idea was from the government, which was then funded by IFC/World Bank floated a tender for a pilot/poc. Several people bid for this project. Webmasters were awarded only because they were the cheapest offer.

The entire e-Citizen core platform and all its features belong to GoK. It was not an original idea by Webmasters.

They were paid off by IFC/World Bank for what they were contracted to develop and should have handed over everything.

Whatever they offer to other countries, a’la e-Citizen is a product derived from what they gathered from their work at Kenya MoF e-citizen, and actually property and patent for Kenya, and if we were keen could sue for theft of "property" (rights). It is not the same as how he explains it that if you buy MS Office, you just buy the rights and not the core product. In this particular instant, the government of Kenya contracted them for a particular job and paid them for it. They should have handed everything over to GoK upon the final certificate of payment.

Ni hayo tu...!

The cartel includes Goldrock Capital and several other organisations. The cartel has been targeting e-citizens for over 10 years, but the media never reported it as significant news, particularly between 2012 and 2022. The 5.6 billion was looted approximately 7 years ago;it was crickets then. I believe that the courts have ruled in their favour, and even in the ongoing case, they are likely to maintain a significant advantage. I think Goldrock is an arm of Safaricom because Ndegwa is on the board of members. Let the EACC shed light soon because the pressure from everyone is too high. I'm sure when they realize President is not linked in any way, the media and bloggers will dump it like they did SHA and Adani deals!

Bwana Pragmatic, asante sana!

You have hit the nail on the head. Thanks so much for your clear description of this looting scheme. Unfortuantely RVHH seems blinded or maybe bribed by his god, WSR.

The Auditor General has placed her cards on the table and yet RVHH has the guts to doubt her findings. Even the usual parliamentary mob, that is so ignorant has at least seen the light. Let us hope something comes out of these findings, but knowing Kenya!

Any powerful docket has a flowergirl CS but power Kalenjin PS. Their work is to loot the coffers for President William Ruto.
