You can run for office until you exhaust all avenues for appeals and reviews. Kenyans can override your chapter six issues by exercising their power to vote a fellon or arrested prisoner.
You cannot be appointed to office if you have any issues. This delegated power. Ruto has no power to appoint a criminal. The criminal has right to stand for election.
UhuRuto immediately resigned from their ministries once indicted by ICC.

Gachagua, Linturi, Aisha Juma etc also had cases in court before being elected or appointed to government offices. Chapter 6 died a natural death the day Uhuru and Ruto were allowed to contest a presidential election in 2013 despite facing having cases at the ICC.
Oparanya like most past and present governors and presidents in Kenya have plundered the state coffers. In Kenya you only end up facing charges if you happen to be on the other side of the political divide.
