I think he gets this. From what I heard in the interview. Sounds like he will change cabinet and cut all unnecessary stuff. But it is not enough. Our deficit is in the trillions. What he is not willing to do is recover the lost trillions from thieves because he is one, too. He knows it will turn all the politicians against him. Just like they turned on Uhuru when he tried. If he had tried to be a dictator in this way (forcing folk to return the loot, at least half per person) these same tois on the streets would be his army but he might have other problems. Kenya can only be saved in this manner . Ofcourse not all money can be recovered but the exercise it self will stop the grand corruption which has become a Norm.
If the money has been converted in assests the better Kibaki did that with Grand Regency get the assests sell them and use the money to pay debt .
Otherwise the notion of borrowing again to loot wont auger well with Kenyans eventually they will come for the looters by themselves and instead of using the looted assests well they will make them into ruins .
Once you have the population behind you it is possible .
