Very stupid. Mama mbogas and other informal traders will exist as long as their is demand for their services. The retail sector in kenya is doing very well as we continue to formalize..about 35% of kenyans now shops in supermarkets...which is way better than most of Africa except the South Africa and the Magreb or supra sahara regions.

It would have made sense if there were some other aim like making it easier to monitor standards of hygiene.  It makes no sense otherwise.
