Since 2018, the last disbursement to counties has been that of May, with June disbursements always carried forward. Which means counties have been receiving allocations for 11 months instead of 12.

Absorption capacity and IFMIS closing by 30th means this is a window for NYS like heists where money once disbursed by CBK it is disbursed to Ngiritas and Kaburas in minutes. CoB and EACC have to keep eye on the governors and the accounting officers.

It always disbursed in minutes. First most of it slashed by banks for the overdraft counties take. My cousin who work with counties - told me as soon as money hit the account - it's gone - because there is huge pending bill problem. So it no exactly like NYS - but you have people who are owed money from 2018 or even before. So hapo you have to be on standby - you hear money has been released - you are ready to bribe the COS and CEC-otherwise if over by 1hr.
