If am not wrong, the last parliament rejected such a bill when it was proposed by the Uhuru led government. Will Ruto bulldoze such a housing fund without going through parliament? What will be its legal status?

Btw, that is an additional tax. So civil servants will be forced to finance a government housing scheme wapende wasipende? The government wage bill will also be inflated by 3%. Already government struglling to pay its workers salaries and still increases another burden on its shoulders.

It court that rejected the housing levy - after saying public participation didnt happen.
This is not a tax - this is forced saving or house ownership
Employer pays 3% - employee 3% - until you have raised the deposit for a house.
It's a good think.

They will still need to do that to finance mortages of a million.
Housing levy is only for raising deposit.

The easier thing will be float housing bonds at 15%.
