The retirement perks.  He gets to earn them.  Interestingly, I believe he is younger than General Karangi, who seems immune to these things.

It means that he and Uhuru pulled a fast one on Kenyans, and he is not going anywhere anytime soon.    The National Police Service Commission has been short of some members for quite some time. Although Uhuru had been asked to proceed with the process of arranging for replacements, he has not done so, and nobody knows when he will.   Until the NPSC has its proper numbers, it cannot name an interim IG.   So the man stays.

His 4yr non-renewable term is ending in 2015...so the guy retired but he is waiting for replacement.
