Just like colonialist come with bible and gun, Ruto gov should train and deploy military/police with teacher/pastor training to end north kenya vicious cycle of banditry.
Start some huge factory or farming facility there and reward bigly those who go through formal education/training to entice the rest to stop banditry
Sending military like before does not solve this issue. It only grow Hardened bandits
