I have no idea what genius Iringo and Kimemia have that two Presidents have remained beholden to them. Iringo was quietly moved to Defence in anticipation of the Lenku sacking and there faces no danger of being fired. He was promoted to greater corruption.

Here is the report which shows the monies meant for security was not used for that purpose at all. Here it shows how the living conditions for policemen is not a bother to these senior mandarins. They can construct houses on land the government does not own - obviously to later claim the houses. These houses like all built since Moi left office are so sub standard policemen prefer to stay in hovels in shanty towns.

Now with such terrible welfare, what would motivate a policeman to endanger his life fighting criminals who could alleviate his problems with a bribe? Why should a policeman stop Al Shabaab from passing through a road block and pocket good cash and instead risk a fire fight? For what?

The name 'slush-fund' was popularized by Travolta's Sword Fish. The explosion scene in slow motion at the beginning is epic.
