Will Ruto honour it.Kibaki was facing kalenjin heavy civil service and army that was 100 percent loyal to Moi..were ready to fight if Moi said so.Does  uhuru have such leverage?Moi jail free card was signed in Washington DC by George Bush.Can he get the Americans to do the same?
