Government should support cotton growing in Arid areas like mukhisa said....then set up mechanisms between companies and local tailors.The textile company gives local tailor standards of the apparel wanted,The tailor makes it and delivers it to the apparel company...same as ktda model where government supports small scale tea growers buys it then sell it...not that thing of killing Mitumba and having a big apparel company owned by kamau or ochieng and uses a mhindi to pay meagre wage with poor working conditions.
