I dont think so....they will need a career public servant for that...a Kinyua or Muthaura.
It appears maDVD will largely occupy that role being the Chief Minister...
MaDVD will be in charge of coordination and supervision like Raila of the PM - chairing sub cabinet comittees and coordinating parliament resposnes.
Chirchir is good...organized and brilliant.
I would make him CS for ICT

I guess by joining civil services - Chirchir wont be playing active role in election - at least directly. He wont be in charge of tallying and all that. I wonder who Ruto has tapped for that..

Highly suspect John Barorot will run the parrallel tallying system - he should have retired as CTO of Telkom now.

Anyway let wait and see - I think UDA will present Barorot - as their chief agent. He knows how to roll out difficult systems.

Kwani is it rocket science? I don't need to be a Ruto insider. If a high ranking govt official can trust someone with the position of chief of staff in his ofice, then that is like a President appointing one to be comptroller of State house or Head of civil service (current post held by Kinyua).

So it is obvious to me that were Luto to become President, then Mr. Davis Chirchir would occupy either of those positions. But we will never know because Ruto will not be president in 2022.
