Second part of Propaganda - is how to disparage your opponent propaganda - how to make it look stupid, evil and dangerous - Ruto is gifted in that - he has basically destroyed Raila and all his enemies - denigrating their message, styles, delivery.
Sell your narrative - destroy any alternative narrative. Find easy to remember catch words - dumb it down - repeat it for two years or so - every day until the most idiotic crams it - and everyone will find a rallying cause.
