You bring fundamental questions about the BBI . Uhuru is selling it to Central that it will bring more revenue to the people mashinani .
First they say more costiuencies will be created in Central - True and false - More constituencies will be created in Kiambu alone and maybe one in Meru and Embu .
Muranga , Tharaka Nithi and Kiranyaga will end up losing constituencies , you note below only Nyeri and Nyandarua have been protected. Now remember the Kiambu they are talking of is Juja ,Ruiru & Kiambaa- This is by large an extension of Nairobi . It should be regarded as Nairobi - Why Raila manages to get 10% or something like that from Kiambu county is because of the cosmopolitan nature of of Juja Ruiru & Kiambaa . Actually you even have MCA in Kahawa wendani with roots from Nyanza Kenya .
Secondly what Uhuru is not telling Kenyans is that the format of disbursing funds the so called 35% will be changed - It will be no longer county governments getting audited national revenue direct as is .He cleverly made it open by changing the words to
“revenue allocated to, raised by, or otherwise received by county governments and their expenditure "It will be prerogative of the Senate to determine what that means , Im not a lawyer but I can tell you - Senate might come with a formula say which determines Nairobi collects X amounts of funds thus will only receive Y amount of funds from government i.e. in simlple mathematics Y=aX+b .
Then the stupid argument he is putting forward of advancing bursaries that Bursaries will increase . The so called bursary from CDF is actually a form of corruption its a form of giving handouts 5 thousand a year cannot in anyway sustain or aid a student in matters education . If he was serious with busrsary he would either expand HELB or create a Bursary foundation which would carter for the same .
(4) The creation of additional constituencies in
Article 89 (1) shall not result in the loss of a constituency existing
before the commencement date of this Act.
(5) For greater certainty, any protected constituency
in the counties of Tana River, Lamu, Taita Taveta, Marsabit, Isiolo,
Nyandarua, Nyeri, Samburu, Elgeyo/Marakwet, Baringo, Vihiga
and Busia shall not have their protected status impaired by the
delimitation of additional constituencies mentioned in this
schedule
12. Article 96 (3) of the Constitution is amended by
deleting the words “national revenue allocated to the county
governments” and substituting therefor the words “revenue
allocated to, raised by, or otherwise received by county
governments and their expenditure”.
