If that is what you call deep state - Ruto was once a member of it during Moi times - and during Jubilee 1.0 - he essentiall run the gov as the most powerful man. Deep state saa hii is a few GEMA powerful leaders who are trying to weave through transition - and uhuru retirement.
Ruto has played with them for 3 yrs; and my man still the man to beat - and obviously doesn't want his power to be dilluted by BBI hence his opposition to it.
As for Raila - even the token Maina kamanda has abandoned him - because ultimately GEMA do not want to see him - so GEMA political class have left ODM/Raila on it's own devices...

Funny that you guy has been in Government so long yet he behaves like he hasn't a clue that deep state does exist rather he is operating like that is a figment of imagination of other people.
