Both have grown 8-10% for now nearly two generations. You need to visit the two regularly to see the dramatic changes.

Ethiopia -public investment model. Work with Chinese. Allow only Chinese and small component of local contractors on public projects. Chinese private sector is heavily public sector - involve them in large scale housing, manufacturing and related sectors. Concession to Chinese - ports, railways, name it. Don't worry about 'pride'. Their is no dignity in poverty. That Lamu and Isiolo port give it to Chinese for free.

Lay red carpet to Chinese. They will fix your hardware.

Rwanda - Private investment model. Work with American and Europeans - and Indians. Lay red carpet to Americans, Europeans and indians - and entrepreneurs to come - focus on ease of doing business - if need be even have investor police force - make investor feel welcomed - and willing to invest - and if need be - create special economic zones. Forget about attracting tourist/visitors - attract investors. Make it easy for them to come and settle down - reduce all the useless redtape. It's funny when Kenya ask developed world citizen visa to visit their zoo . You ARE NOT EQUAL. They are doing you a big favour coming to Africa. Most who come are good intention folks.

Lay red carpet to American entrepreneurs - forget those visa nonsense - work permit - encourage those white men to come - to invest and watch animals in the weekend. Give them immunity, diplomatic status and make them feel welcomed. They will throng - not as 2 week visitors - but as long term stay - one American or European can transform a village. Now instead of targetting 1 million 2 week white men - target 1M small investors annual from developed world - they will come and transform kenya.

And for kenyans - let them be employed by Chinese and Americans - until they are ready for big gig. Focus them on agriculture, education and most importantly get them employed = we are entering a demographic transition - but without jobs - that could turn into a disaster. Boda boda is already the biggest employer.

Once kenyans are ready for prime time - in 2035 - they will take their country back.

Look at what a few thousands indian have done to kenya. Museveni went and pleaded to them to go back to Uganda after seeing what Amin nationalism had turned the country into - back to agrarian stone age.

Now imagine if we had a million American, Chinese and Europeans - with free - expertise, capital and entrepreneurship -  work for us
