It must be the same person in ouru's inner circle who came up with the idea of ouru going to donate the already donated mosquito nets to the people of Migori. The only difference is that the people of Migori decided to control the agenda and created their own news. What ouru did would only make sense if it were a resignation otherwise we now have two presidents. Ouru swore in Ruto but did not resign. One of them needs to step down. You cannot play musical chairs with the presidency.
