Kenya Election is not easy to rig. The system is pretty tight. Making a polling station the final tallying center and limiting it to 500 max votes - make it too granular to scale any rigging. And election is manual - not server based.

Moi used to btw the polling station to const tallying center. That was called ballot stuffing - KANU operatives would ambush the transport vehicle and insert pre-marked ballots.
In 2002 - it was changed - tallying would be done at polling level. KANU found it hard to rig - immediately after voting the polling station would become a tallying center. The problem...all that tallying were provisional.
Kibaki in 2007 discovered you could simply rig the final tally at const level.
In 2012 - Maina Kiai and others - won the case that made all 50,000 polling stations the final tallying center - and each has max of 500 people. Add all the computers and biometrics...and the phones...and technologies.
Now - imagine trying to rig or manipulate 50,000 polling stations- to get 2 or 10 votes.
Census is free for all.
So Uhuru can rig the census but not the presidential elections of 2013 and 2017? When did your epiphany occur?
