Deputy President William Ruto has adopted a new political strategy to project himself as an outsider in government while heaping blame on President Uhuru Kenyatta for every failure in the Executive.

Ruto has also trained his guns on Uhuru’s handshake partner Raila Odinga, claiming the ODM leader agreed to a ceasefire with the government in order to loot.

For the first time since he and Uhuru formed the government in 2013, Ruto has publicly admitted to corruption in government, saying Covid-19 funds have been squandered.

 
The DP has termed the Covid-19 graft allegations as “grand larceny”.

Ruto denied that money was lost in the NYS scandal and even in the Arror and Kimwarer dams scandals where his close allies were charged.

Just last week, he termed the arrest of three senators abuse of the police and the criminal justice system meant to arm-twist elected leaders into surrender.

Ruto is part of the Executive and the country’s second-in-command.

Insiders say Ruto is running away from any Jubilee baggage that may haunt his 2022 presidential bid, especially after it became clearer that Uhuru will not endorse him for the top job.

He would instead claim Raila should take the flak as he was the man who was working with Uhuru.

Ruto has been elbowed from the heart of power and remains at the periphery in the running of government.

On Monday, Soy MP Caleb Kositany, the DP's de facto spokesperson on political issues, told the Star that Ruto was happy that finally Kenyans will not blame him for graft.

“In the past the DP has been labelled a thief. It was almost becoming believable that the DP had everything to do with any corruption that happened in government. Now that they kicked him out, they should be ready to take responsibility,” Kositany said.

According to Kositany, the DP will continue being bold in the coming days to expose graft in government without fear or favour, saying the handshake was masterminded to abet corruption.

“The handshake was about deal-cutting. It had nothing to do with the interests of Kenyans. They have been telling lies to attack the DP but the truth has now come out that they are the lords of corruption,” he said.

Political analyst Javas Bigambo said the DP's latest outbursts are meant to send signals that he is not interested in Uhuru's endorsement in 2022.

“Ruto is emboldened to chart his own political path. He is determined to move on with his politics and wants to use every opportunity to prove all graft claims against him have always been stage-managed,” Bigambo said.

He said now that Ruto is outside government, he is making it clear that despite his exit the President's administration continues to abet corruption at all levels.

“He is chiding the President on matters corruption. He is saying that even with the handshake, corruption is unabated,” he said.

Ruto is not spending resources nor energy at all as kieleweke self destruct what else could he have wished for. Whats important to note is the eye of the storm for Ruto has passed there is NOTHING else the deep state has that can stop him, of course they say they have explosive dossiers to release before kura 2022 but those are last kicks of a dying horse, with deep sate itself caught pants down what else can they do, kweli even with baba on their side they maxed out 2 good years while mzito Ruto hasn't even begun. Its not a secret all along ODM was founded on corrupt money and its operations are funded by corrupt money ......Raila is as corrupt as any other political leader in Kenya  if not the most corrupt  in all aspects .

Back in the day (1960s) when hot smoke was being spread that Vice Prisident Jaramogi Oginga Odinga would one day become the President of Kenya, he (Jaramogi) allegedly needed land to build an airstrip in Bondo. This was at the highest height of Odingaism.

According to Lawyer Onyango Oloo, Jaramogi identified and then used his immense powers to grab a piece of land in Bondo that he "earmarked" for building an airstrip. The land is in Opoda. To acquire Opoda land, Jaramogi displaced a whole village from Opoda. Most Kenyans now know this piece of land as Raila's home called Opoda Farm. Nobody but Raila's family and their workers occupy that massive piece of land that once-upon-a-time used to be a village full of villagers!

"On most occasions the loss of corporation land was triggered by the actions of the commissioner of lands without involving the corporation management. After specially designed correspondences a letter of allotment would be issued by the commissioner of lands to an individual or company for land belonging to the corporation. A grant title would subsequently be made to the same individual or to a third party to whom the land would have been sold through an informal transfer of a letter of allotment. The corporation management would wake up to a rude fact that their land had been acquired and title issued thereto without their knowledge.

At other times , the illegal allocation of state corporations land usually triggered by irregular surrenders of corporation land . A letter of surrender would be written by either the corporation (managing director, managing trustee, director etc) The letter would be addressed to the Commissioner of lands stating that the corporation no longer needed a specified parcel of land.
Almost immediately an individual or company would apply to be allocated the land in question.

The Commissioner of lands would then make an allocation of the land to the applicant by issuing a respective letter of allotment. If the land was large in size, the allottee would apply for consent to subdivide the same into different units.

The commissioner would again grant the consent to subdivide the land.Next the allottees would sell the land so illegally acquired to one or different purchasers for millions of shillings ! Thus in a space of say three months a civil servant ,a politician , a political operative etc would transform from an ordinary Kenyan, financially struggling like many others into a multi-millionaire. Thanks to the rampant illegal allocation and sale of state corporation land.

The state corporations that lost lands allocated to them in this manner were usually strategic enterprises which required huge chunks of lands to be able to carry out their mandate .Thus state corporations such as Kenya Railways Corporation, Kenya Agricultural Research Institute (KARI), Kenya Power & Lighting Company Ltd, various Development Authorities, Kenya Airports Authority , Kenya Industrial Estates Ltd etc lost huge chunks of their land in these circumstances.

The Commision also found that other state corporations would be mismanaged and end up in receivership or liquidation , following which the corporations assets , including land would be sold at throw away prices or the land would simply be allocated by the commissioner of lands to favoured individuals.

One such case is that of the Kenya Food and Chemical Corporation Limited of Kisumu commonly known as the “Molasses Project” This energy saving project was conceived by the Government in the 1970’s and was intended to manufacture gasohol from sugar cane molasses which was produced by sugar factories in Nyanza and Western Provinces . Land for the project was compulsorily acquired by the Government in 1976 at 4 million shillings.

Although hundreds of millions of tax payers funds were invested in the project it stalled in the 1980’s and the company was put under receivership and remains as such to this day.Land for the project was offered to the company by a letter of allotment but this was never formally accepted or paid for and no title was issued . However in 2001 the commissioner of Lands S.S.K. Mwaita allocated the land to a company known as Spectre International Limited for 3.7 million shillings or KShs 33,000 per hectare.The land measures approximately 112 hectres and comprises of seven blocks the particulars of which are as follows
1. L.R. No 26453 area 26.10 ha user horticultural
2. L.R. No 26454 area 39.00 ha user industrial
3. L.R. No 26455 area 13.40 ha user residential
4. L.R. No 26456 area 21.23 ha ,user residential
5. L.R No 26457 area 3.50ha. user recreational
6. L.R. No 26458 area 2.20 ha , user health clinic
7. L.R. No 26459 area 6.50ha user educational
The direct allocation of alienated Government land to the company by the commissioner of Lands was illegal.It was not clear how the government then intended , if at all , to revive or sell the project having already allocated the seven blocks of land to Spectre International Limited a private company."

ODM/Kieleweke strategy to use corruption against Ruto was never going to work long term. No politician is clean in Kenya - corruption wise.

The one shilling one man can work in mt kenya to get Uhuru some headway - but leave Raila exposed.

Ruto should stick to dynasty versus hustler.

DEPUTY President William Ruto has defended President Kenyatta’s sister Nyokabi Muthama, who has been linked to the Sh5 billion scandal at the Ministry of Health, saying she should not be targeted for being a member of the First Family.

Ruto said Uhuru’s sister, cousin or any other relative has the right to engage in business.

“They are talking of Uhuru’s sister, is she not a woman like others?

Uhuru cannot have a sister who is a man. She must be respected as a woman on her own, instead of being targeted just because she is the President’s sister,” the DP said.

He said all women and youth had been given the right to do business and it was wrong for the Opposition and the media to target Uhuru’s kin.

Firms in which Uhuru’s sister Nyokabi and cousin Kathleen Kihanya are directors are some of those that benefited from Afya House millions. Ruto spoke at St Joseph’s Kabyemit Catholic Church in Eldoret yesterday.

“We should not target people because they are sister or brother to so and so and, or they come from this or that family”, said the DP.

He said the Opposition and the media should fight graft using facts, instead of propaganda and false reports. The draft audit report which exposed the scandals at Afya House had to be investigated further and should not be used to target anyone.

Ruto said firm action will be taken against public servants and private individuals alleged to be involved in the loss of more than Sh5 billion at the Ministry of Health.

Ruto says the audit report that revealed the scandal was initiated by the government, but further investigations were being carried out on the scandal.

He said all Kenyans had the right to do business anywhere in the country, so long as they follow the law.

Ruto claimed the Opposition was so envious of the success of the Jubilee administrations it is now harping on scandals to discredit the government.

He said the current alleged Sh5.3 billion Health scam is another agenda brought forth by the Opposition in a bid to tarnish the government.

“They started with the SGR, the Laptop project, the modernization of the roads, Health equipment for hospitals, the Eurobond and now they are claiming that Sh5 billion has been stolen from the Health ministry, but all this is not true”, said Ruto.

Also present were MPs Moses Kuria (Gatundu South), Njogu Barua (Gichugu), Elisha Busienei (Turbo) and James Bett (Kesses), among others.

Ruto said the Opposition was using the alleged scandals to divert attention from their own problems, including the failure to pick a presidential candidate who will face off with Jubilee next year.

He said all the Opposition knows well is to organise demonstrations that are of no benefit to Kenyans.

Kuria also told off the Opposition for targeting Uhuru’s family in the scandal.

He maintained that every Kenyan has a right to apply for government tenders, irrespective of the close relations they have with those in government.

“It shouldn’t be a big deal just because it’s about Uhuru’s family. When Raila Odinga was in power he ensured that all his relatives were appointed to positions”, claimed Kuria.

Barua urged Kenyans to reject the Opposition next year and reelect Jubilee.

On January 9, 2016, Orange Democratic Movement (ODM) leader Raila Odinga was breathing fire.

His target? Then Director of Public Prosecutions Keriako Tobiko who had, after getting reports from the Ethics and Anti-Corruption Commission and the Directorate of Criminal Investigations, found that no government official was culpable for the Eurobond scandal.

Mr Odinga was angry that, even after a sustained campaign, with media calling for investigation into the Sh200 billion Eurobond, Mr Tobiko had not only come to the conclusion that no one was liable, but had shifted the case to the auditor-general, who was to audit the use of the bond proceeds in ministries.

Fast forward to the current situation, where the media has catalogued irregular award of tenders for Covid-19 supplies and theft of donated consignments, and the former Prime Minister and his party are singing a different tune.

On Saturday, ODM, in a statement signed by Secretary-General Edwin Sifuna, chastised the media over coverage of the scandal. It also criticised the DCI for launching investigations into the goings on at the Kenya Medical Supplies Agency (Kemsa), a process, the party insists, should only happen after an audit.

For the ODM leader, the apparent change of stances—from a Second Liberation fighter, a rights defender and an African statesman out to put his life on the line to expose government scandals — to one who now wants the media and anti-corruption crusaders to only speak after an audit, has exposed a new man, a new Raila.

Prof Winnie Mitullah, a governance expert, thinks Mr Odinga is caught up in the politics and intricacies of the March 2018 ‘Handshake’ with President Kenyatta — which, she said, had never been revealed (as to what exactly the ODM leader was to bring on the table) —made even worse by the apparent lack of a “typical opposition.”
