After Osotsi expulsion now Savula is ANC deputy party leader. On ANC files but not at registrar of parties. I think the term "party leader" is really abused - how can a fool like Rectangular be party leader? complete with a deputy. A nominated MP as "Deputy Party Leader" 

The threshold should be parliamentary parties - which is 5% of elected MPs per NA Standing Order Number 2. Only Jubilee, ODM and Wiper qualify to have party leaders bedsides the chair, secretary and other established offices.
