You are right.  I think he is ready to make a political move. I do not know how long Ruto will continue to play the "Moi Playbook" and how long he will keep on playing it when Ouru is clearly making a move.  It is clear that Ouru has enjoyed the stability brought about by the handshake and is now convinced that Kenya is better governed by a 60% plus coalition out fit that than the  45-48% plus rigging that the Ouruto coalition could offer. This maybe the beginning early steps of the formation of the new outfit.

That's where you are wrong. Moi and Jomo and Kibaki were Exec PM. Nothing magical about changing title. So long as Uhuru has something solid to offer Ruto is DOA in GEMA. Why does Uhuru need to sell Raila?
