What will count is % of Turn out not actual Registered votes. So assuming 10 voters vote in Kisumu County  and all voted for Uhuru then 100 % voters will have voted for Uhuru and he thus adds Kisumu to his constitutional mandate of half the Counties of Kenya.

As to ligitimacy of that vote who cares when Moi won and ruled in 1992 and 1997 with 30% minority vote .
