He never really forged it: He blackmailed the management to issue it to him.
He was admitted for a certificate and seeing his former classmates with degrees and DIPLOMAS, he hatched a devious plot to secure one without working or qualifying for one. He was as mentioned very keen on as diploma! So he organized a strike and demanded that the college issue diplomas immediately. I think the head of the college had some issues he did not want public (word has it Itumbi himself is a closeted gay and could have had a tryst with the boss and obtained Kompromat).
Whatever the truth, Itumbi got the diploma he coveted so much. The NIS issued a report to state house before he was appointed. Later when he grew his head out of the cap his bosses decided to leak the report to the media to cut him to size. Hwe revenged by having quite a few of them thrown to the dogs.
I have never been so pleased with any state unit as with the so called PSCU or is it PCSU! They are doing a lot of NASA's work. I mean one only has to mention the name "Itumbi" to dispense with any need justification, explanation, evidence etc.
