The Form 34C was prepared at state house and Uhuru came with it and gave Chebukati to read. Find the video of the announcement and watch him stammer and stop especially where he realizes there are no spoilt votes in Mombasa. He also claimed that ALL the constituencies had brought in the results a statement that was factually wrong. He was simply not aware and that eventually caused the Supreme Court to consider the entire declaration a nullity.
