Yes indeed. With concession financing this is doable. 100B Kes is enough to build metro -or even trumps - in and out of CBD - and snake throughout the suburbs and satellite towns. That way you can ban street parking because people would have choice. And allow only private parking and high-class double deckers in CBD. Currently how do you expect people to get to their offices?
We need light rails,underground trains and businesses moving out of the CBD to solve this mess,

Nairobi is fed by six major highways..That is Langata road,Waiyaki way,Ngong road,Mombasa road,Thika road and Jogoo road...If you count the number of vehicles vs the size of the CBD,Its difficult to do away with traffic jam even if you do away with matatus.I think the solution is have a light rail snake around towns like Thika,Ruiru,Kikuyu,Kitengela,Syokimau,Utawala and get about 500,000 passengers out of the roads,
A light rail costs about $15MN per KM,that will be about $1.5BN if we do 100KMs,There needs to be a partnership between Nairobi county and national gov to get a concessional loan to build this and pay the money in 20-30 year periods,
It can be a good start since you will have businesses spread across major train stations,that can be a good start before we start building subways,Otherwise banning matatus doesn't really help that much,
