Yes indeed. Secession politics is not inherently violent. If people don't want to stay in a union, they should be free to separate and this must be done peacefully. It's the state's job to make people feel included enough to want to stay. If it fails, no one can be blamed if some want to move on permanently. Discussing these things is not violent.
