Pundit, Help Me Understand Governor Langat
« on: September 19, 2014, 03:07:40 PM »
I have not seen such cojones since Lotodo told off Moi at a public rally and earned himself a long jail term and later a cabinet post and as yet the Most Expensive Coffin ever seen at any funeral in Kenya todate!

Quote
ready to ship out of the ruling coalition if that was the price of fighting to have more funds allocated to counties.URP governors were not answerable to President Kenyatta or his deputy Mr Ruto, but to the people who voted them into office.

He said the money the senators were using to fly all over Kenya should be used to fund the education of needy children, and the health and agriculture sectors..

WSR messed himself up. WSR was always trusted by Kalenjin elite because he was never the guy to undermine others. He was the consensus guy. That has since changed and WSR has been busy undermining Lagat using Sang (senate),MCA and some Mps. Now apart from Gov Lagat, Alfred Keter and Lagat(the runner) have also gone rogue.

Although he made deal with DHL...David Langat..One of Ruto main financier and Nandi kingmaker (that didn't stop Ruto from really badmouthing him during SGR manenos)...Ruto has alot of mending to do.

WSR is slowing becoming kaput. He has already a divided political elite. Mashinani is still with him but for how long? Mashinani always catch up late..but they sure catch up.

It basically down to political laziness and hubris (inflated sense that as DPORK he is now the LAW)...WSR want to impose his opinions and views on everyone...because unlike before convincing folks is really hardwork. It easy to ramp ideas down everyone throat.

Until you discover you need Moi era dictatorship toolset to do that...or well Raila type hold of Luos.

But this Governor has cojones. He looks like a state of the political art organizer. He got the entire County Assembly behind him; He realized nominated MCAs can be recalled easily, so he left them out and then he hit hard. At this rate if I were Murkomen, I would stay out of Nandi. Nobody knows how to organize chaos like MCAs (Councillors). Now that he has stripped them bare, I doubt those choppers will find a place to land.

Pundit, tell me something: Does Jubilee seriously think Murkomen and Kindiki types along with foul mouthed Duale can defeat a referendum? To be sincere, all three of them cannot match Isaac Ruto and cannot even dream of dreaming to dream about fighting Raila. They have no chance! Why is somebody wasting money on Kindiki?

To start with Kindiki is seen as a "Kikuyu" therefore ZERO credibility. It's the same as a Hyena preaching vegetarianism to rabbits! Secondly Murkomen is form a minority tribe and is a well known Ruto protege who emerged from nowhere in deep poverty (as Governor Langat says). He is too inexperienced to convince an MCA; Lastly Duale is a Somali. He should take time to understand the deep prejudices most Kenyans hold against Somalis. Not a fault of their own but years of propaganda about the Shifta etc. In brief, he is an entertainer not a serious person.

Ignore Duale,Murkomen,Kindiki and Sang. Those are poodles.
The real actors here are UhuRuto versus Governors.
Governors are very powerful within their counties. They each control on average kssh 5B budget directly.
Combined about 300B.
UhuRUto do not have such kind of monies to dish to every part of the corner.
With a county...a gov has 5B to play patronage with.
What Isaac has done in Bomet and i think Langat is to buy off all MCAS by giving them 20-100M per ward funds.
Ward devp fund...Then there jobs in counties..MCAS get to pick their relatives.
Now William Ruto even if he tried how much cannot match that in all 47 counties of kenya.
William Ruto can only afford to buy off Kindiki,Duale, Sang, keter Charles and Murkomen;
But can they afford to buy 2,000 plus MCA...NO..NO..NOT EVEN with 12b offer to match Mps salaries.
They would have to find a way to control MCA by having another CDF....for MCAS...Ward Devp Fund..directly from National Gov.

This is a power struggle...and UhuRuto have not picked their fight well...they are going to LOSE against governors who are
building stuff people can see...while Ruto is trying to match it with Harambee.

Isaac Ruto or Lagat are busy dishing out 5B annually. You cannot top that.

This also applies to Raila and Kalonzo..you cannot win against governors..not now.

But on the flip-side..most governors are also unpopular..because those who are missing out on jobs, contracts, funds and name it are angry at them...angrier coz they can some folks are having it good in those counties...and those are the guys who are supporting UhuRuto..including Senators and Mps.

I can predict nearly all senators..will ran for governorship next time   :D

It would have been easy for the hustler if the perception of central government as belonging to and working on behalf of all Kenyans went beyond one region.  He is a lone wolf.  And he knows it.  But his hands are tied.

There was a time Kenyans might have crushed a devolution movement.  A small window right after NARC took over.

Yes that is another key perception. Jubilee is seen as kikuyu (less kalenjin) gov.

You have nailed it better than the Romans did to Jesus! I now understand it better and see the big picture. I have to confess, this is a second revelation.

The first is when somebody told me to ignore all the other issues and know that the sting is in the Pesa Mashinani. I have since confirmed that even if CORD comes with changes to governance to start Westminster type of government or creates 47 IEBCs, TNA would not bother. What is irking them and making them lose sleep like they swallowed a million live bees now stinging te pit of their stomach is Pesa mashinani.

Now what you now add puts more beef on the skeleton: That ALREADY, National demagogues (both in CORD and Jubilee) have a problem with what the Counties already have! The "little" available has already taken the sting out of their abdomen and like a bee without a sting, they can only fly around with no real threat to those taking their honey. Hence the determination to use every means possible to scuttle the referendum.

Now Pundit, what is your count so far? All CORD County Assemblies will approve Pesa Mashinani. How many in jubilee will follow?

1. Bomet
2. Nandi
3. Kericho
4. Meru

Well that what scares many in national gov shitless. Just imagine what power shift has occurred in 1yr. Now if you move to 45% ; Nairobi remain with 55% most of which will be consumed by teachers, police and soldiers.

Power shift immediately from Nairobi to counties. Governors become big men like in all countries with devolution. People will even forget where Nairobi is. Governors imagine them with 10-15B on average to dish out.

On pesa mashinani..that will be shoe in. Raila panya routes will not fly in Jubilee counties unless UhuRUto were to really crack the whip and force governors to make a scratch my back and i scratch your back.

Pesa Mashinani is done deal. Raila panya routes has yet to crystallize. People do not know what hell they are signing for.

Omollo my last; got some work to finish; damn it;

UhuRuto and Railonzo need to make peace and friends with their governors.

The broke senators and Mps will not help them that much. They are busy trying to get "bus fare" from UhuRuto as they wait for monthly salary from parliament. Senate hakuna pesa. Mps at least have CDF to dip their hand into. I think the whole CDF kit is not even 10B kshs. :D :D

National leaders need a bridge to Mashinani. Governors need to be re-elected.

Just pimp them governors...respect them..and they won't use 5B every yr  to undermine you day in day out.

UhuRuto should immediately return the flag and provide 10 car escort for every governor.

Indeed, this devolution is creating a new political culture very quickly.  The biggest misculculation by most of the senior politicians was thinking that senators will be the most powerful position. I remember the fight between Orengo and Oburu for the Siaya senate. Oburu wanted to be senator while Orengo insisted that he should be the senator. Raila told Orengo to let Oburu ran for Senate and that he should keep his MP status because MP's will be more powerful than the Senators but Orengo would have none of it. Since Raila was running for the presidency and did not want to ruffle feathers he prevailed upon Oburu to ran for the governor instead but by that time the switch was too late because Rasanga had already became too powerful.  In the next elections, you will see a stampede of heavy weights going to run for the governorship instead of the senate like we saw in the last elections.  WSR,  and Ouru are realizing that the governors cannot be pushed around like MP's ore Senators. This is a new position in Kenyan government. MCA are also not your old day counsilors.  Trying to deny counties more money is going to be very difficult to defend as the governors are much more closer to the people and therefore the people want them to control more goodies.

Precisely it was miscalculation and still is a miscalculation. Governors are damn powerful in their region. Most of them have billion blank cheques..leave alone the thousands of jobs (health sector yote for starters)..they are the real deal.

Most folks thought governors were glorified mayors or council chairmen of the yore. Big mistake.

They thought all action will happen in Nairobi....now everything is happening in counties.

Seem Isaac Ruto got so revelation because he was for the senate..until one day he decided no..he will go for governorship...most of senior politician really made a bad call...and next time govenorship will be a blood bath.
