Best way is to insist on quality, place a value on it and even start by seeding some. Set aside funds to be used in reclaiming it. Float a tender for a company that would recycle them. If you can tame the corruption and fraud in it, you would see no plastic.
Water, soda and beer bottles must have a value attached too. That way every bottle will be recycled
