Why Would One Lie About Origin of Maize Imports

A ship has docked at the Mombasa Port with a consignment of maize. The owners claim that the maize came from Mexico. The ships Itinerary for the last several months says NO. The last port where Maize could be sourced is Durban.

Otherwise the ship would have had to sail from South Africa to Mauritius and back to South Africa before heading to Mombasa and do not forget it sailed from Dubai to Karachi before arriving in South Africa.

So I am wondering why one would lie about the source. Presumably the liar is a fool because since 2004 it became mandatory for ships to automatically disclose locations. Any violations can be expensive because it has to be tracked and if the absence is not explainable, serious consequences may arise and questions asked by Narcotics, Anti-Terrorism units of countries with jurisdiction. It becomes a nightmare.

What is more the itineraries and locations are available online for well, anybody really.

The following is very possible in .ke

1. Private connected individuals buy up all the maize reserves from NCPB at throwaway prices
2. The grain is loaded onto ships which then go and zurura zurura in the high seas off EA coast for some time
3. Maize shortage now in .ke and the ships come back to sell the maize to GOK at X 100 prices

Thats how we work.....very clever

He can store in warehouses in Kenya. Even NCPB warehouses and sell the same to the state or private millers. The demand is huge.

The following is very possible in .ke

Ruto brought in maize from Durban South Africa. The ship sped from Durban then started changing course and circling around Mombasa. It then cruised in yesterday around six pm.

I can't understand all the days it had to be in the high seas.

Then he claims the maize is from Mexico. Yet the records show the grain was loaded at the port of Durban South Africa. The ship has never been to Mexico. The furthest its been is Karachi from where it went to Dubai - the usual export route for such ships. It appears it was contracted to come to South Africa where it transported cargo to Mauritius before returning to Durban to load Ruto's maize. The records are public and it is foolhardy to lie.
