It may not be far off. Most of Huduma centers are similar to opening a bank branch. From what I've read most bank spend 20M to start new branch -- that figure has probably risen. I'd say they are making a cool 8m or less. Which for investment of 20m - and all the trouble GOK - may not be alot.
