There has not been any political will to strenghten the senate so that its role is clearly defined. Supervising county govt seems to be elusive when governors do whatever they wish. No wonder corruption has also been devolved.

In Kenya, if you are "big" enough, you can be sure that there will be no response to a blatant "mta do?".     Consider how many times courts have issued arrest warrants for some "big" people, and then count how many of those actually get arrested.

More significantly, in such cases the average Kenyan neither expects that anything will be done nor will he/she demand that anything be done.   

Bodies like PAC serve only two purposes: (1) "sitting allowances" for the MPs, and (2) titillating tales for the media.
