I agree it's a racist rag.  Anytime I see IQ(never mind that nobody even tells you when and by who it was measured and who actually cares about it) mentioned in relation to Africans, that's a dead giveaway. 

The obvious recurring question crops up again.  Why are racists often the worst and lowest(the losers) of the group that they seek to promote? 

But entirely separately from that, DRC is indeed something else.  Possibly matched only by a handful of places like South Sudan, maybe Somalia.  The tragedy of DRC though is the sheer wasted potential.
