What did he do as a cop?  I am not aware of any laws that prevented him from arresting and investigating people for corruption.

I think Kimaiyo ought to be spared slack.

There's different ways people can fight corruption... Kimaiyo might not have called a press conference to shame the corrupt...however he could have been fighting corruption in ways he thought fit.

It's very clear his superiors would easily ease him off if he dared tamper the behemoth corruption supply chain already in place to feed the mafia.
