Migori Stealing From the Disabled

Where's our Sh20M set aside in 2015/16 budget?
 ~People Living With Disability to Migori County Govt

It shouldn't be hard to get each an electric wheelchair (or even special cars for those working and need it.) There are donors lined up to assist any such initiative. Why steal the money?
