790 million an understatement.  Josephine Kabura pockets 1.2 billion.  Waiguru? It happens under her nose and over her head; she doesn't know if a biro should cost $2 or $500.

The Auditor General is alive.  There may yet be hope for last year's report.  Should one be forgiven if they get the impression that his job is roughly the same as EACC's?

The National Youth Service fraudulently lost Sh1.8 billion in three instances, a special audit report by the Auditor General has revealed.

The report stated that businesswoman Josephine Kabura received Sh1.2 billion through the fraudulent practices at NYS.

Kabura is one of the suspects in the case concerning the loss of Sh791 million at the National Youth Service.

The report tabled in Parliament on Tuesday also states she was "meant to receive part of a failed fraudulent payment of Sh695 million" in another instance.

Auditor General Edward Ouko recommended that criminal investigations be conducted against all the officers involved in the fraudulent dealings.

The report also says all companies, suppliers and business names mentioned in the special audit as having been paid irregularly should be discontinued from trading with the government and appropriate legal action taken against them.

Govt  doesnt  even know how much of taxpayer money they lost. Accountability is a luxury.

I am intrigued by the scape-goat.  Kaburu is a criminal, no doubt. 

Waiguru is a bigger criminal; same crime.  She is so free that she is entertaining taking a shot at Nairobi governor.

That's called the "Kansas City Shuffle": we look right (Kaburu) while Waiguru goes left. Classic case of misdirection, which we tend to fall for time after time.

Clearly, Waiguru understood that old rule of government budgeting: the more you spend this year, the more you can ask for the following year - and siphon off - especially if you think you can't get caught.

I am still intrigued at the haste with which Uhuru got rid of Ruto's Chief-of-Staff, all in the name of fighting corruption; yet the same Uhuru vacillated every which way in his futile attempt to save the award winning Waiguru -- didn't she win a UN award or something in New York. Quite intriguing.

Frankly, Uhuru, as the appointing authority, has run arguably the most corrupt government in the history of that republic; and that's not for lack of proper competition. Simply put, when thirty percent of your cabinet is forced to resign because of corruption what does that say about you?
