What did she achieve or accomplish for the country other than being the first wife of the man who stole an election in 2007?
Sorry folks, I'm a contrarian. This woman, Lucy Kibaki, was as flawed as they come. In my mind, she was borderline kooky. In a normal and civilized society she would have been charged in court for a misdemeanor for slapping that poor lad who was simply doing his job taking photos for his newspaper. So why is it that we suddenly paint such a despicable person in pastel tones because she died?
As for Kenyatta, a guy not known for being rational or subscribing to reason, well he's simply showing us his impulsive nature; he has his priorities wrong. He could simply have had the public pay their respects to her in a public forum and then have the rest held in private or public as the family desires, but she does not warrant a state funeral. This decision was probably made with some base calculations in mind -- atavism at play. And your tax shillings down the drain.
