County Headquarters Bill

It continues a trend where the senate seems to usurp the role of the county assemblies, weakening devolution.  I am confused about the role of the senate in Kenya.

Good law about the county. You never hear about this until it's signed. No public hearings etc..

Good law about the county. You never hear about this until it's signed. No public hearings etc..
I think the decision of county headquarters should be left to the counties to decide.  The way I understand it, the purpose of the senate is to represent the county governments.  They should be listening to the county governments, not the other way round.
