Looking at daily monitor results;Besigye can nick it. I was in Mbale recently and he is very popular at least in Eastern Uganda

Yep.  He has huge support in Kampala and the North too.  Apparently making inroads in the west.  It could go to a run-off.  If Museveni allows it.

How important are tribal numbers in UG ?
Are the voting pattens as tribal as in .ke ?
Is there anything similar to "tyranny of numbers" at play there ?

Yeah look like a run-off which will be violent and Besigye may have to flee to exile.

M7 like Kibaki in 2007 cannot afford to loose. He will win come rain come sunshine. He has all that matters on his side. Electrol board, police, military, judiciary etc. How can such a guy loose an election in Africa?

Not as important as in Kenya.  Because the main contestants, Museveni, Besigye, Mbabazi are all baNyankole. 

It might change if NRM's stranglehold on power is lost.  Though, it might never get to Kenya's situation where we have only had real power shared between two communities since independence. 

You could say each major region has tasted power in Uganda over the years, though the westerners have had the lion's share thanks to stability.

Museveni declared winner.  Not surprising.  Besigye is been held incommunicado.  That is like Kenya circa 1990.
