Can someobody out there dig out more details; follow the money? Why is it impossible to know who really ate..trace bank accounts..property ownership..or offshore accounts.

VAT and other taxes had already been factored in the original contract. However Lucy Mbugua decided to spring a fast one on Kenyans by revising the contract and inserting yet another VAT. This money went to their pockets. 9 billion. That is about 300 million a day for a month!

Are there prosecutors in any arm of government in Kenya?
If so, how come none has ever brought charges or even investigated such deals?

This takes place in Kenya every day. Sadly the private industry is today not any better.

not sure whether this is connected to the shuffling of staff and management at KAA.... looks like shuffling, redeploying staff from lucrative positions would be more effective than EACC .. it would be nice to have traffic police, CID guys redeployed to say Ministry of Agriculture where appropriate ...seems we need to experiment all manner of corruption control approaches
