Kioni insists NG-CDF is incurably unconstitutional and any katiba amendments by MPs will be thrown out by court. Even a referendum would be blocked, just as in the BBI case.

CDF is only a bribery scheme for the MPs and from the Executive. MPs will pass no laws until CDF is disbursed from the Treasury. This is one of the few areas the regime MPs and opposition MPs unite in parliament.

It was struck down by SCORK last year. It winds down by end of 2026. MPs want to amend CoK2010 to legalize it. Expect more legal battles.

Personally am against it. If MPs want to be administrators they must run for Executive office. Or get county minister job. Dual role ni ukora.
