I was under the assumption that Ruto was using rogue Kalenjin police officers to abduct people, but after reading Muturi's letter it's become clearer. The abductions are being led and coordinated by the NIS under Noordin Haji and by Ruto. I'm sure they're using a small group of rogue/Kalenjin NIS officers, but Muturi's letter raises some very concerning issues:
1) The IG of police at the time, Koome had no idea who was behind these abductions
2) The head of the ATPU (a Kiprotich Mohamed) also had no idea what was happening
3) Kithuri Kindiki who was the internal security minister at the time also appeared to be clueless
4) The head of the DCI though Mohamed Amin seemed to know what was happening because he didn't pick up any of Muturis' calls.
What is in it for Noordin Haji? Why is he risking his reputation to defend this rogue regime?
